Summary of Qualifications

Dr. Tiepel has more than 25 years of engineering and management experience in all areas of hazardous waste management, wastewater treatment, process design, plant operations and regulatory affairs. His specialized areas of expertise are in hazardous waste and treatment processes for removal or organic, inorganic and radioactive contaminants from soils, groundwater and industrial wastestreams. He has extensive experience in all phases of treatment system design including conventional, membrane and biological processes. He has been involved in ground and surface water treatment system designs for hazardous waste sites, Superfund sites and numerous industrial facilities. He has applied his engineering and project management skills in the design and implementation of numerous clean-up projects for hazardous waste sites, DOE facilities and chemical process industries.

Relevant Professional Experience

President and Chief Operating Officer for the management and business development of an engineering design-construct firm specializing in hazardous waste and wastewater treatment technologies. Dr. Tiepel participates in the process engineering, design and management of various project in support of staff functions. He has developed and managed clean-up efforts and treatment technologies for Superfund site clean-up of contaminated groundwater, hazardous waste site groundwater treatment system, mixed hazardous and radioactive waste separation process design, radioactive wastewater treatment system design, PCB clean-up of contaminated soils and process equipment, mill tailings site clean-up of surface and ground water, air strip design of volatile organic contaminated wastestream, activated carbon system design and operation for removal of pesticides and herbicides, industrial wastewater treatment of toxic metal waste, treatment of contaminated wastewater from secondary and tertiary oil recovery operations, and advanced wastewater treatment system design utilizing membrane separation and biological treatment processes.

As Engineering Manager, plan business and mine production operations for all South Texas Mining Operations, oversee technical staff to support plant operations, control budgets and production costs. Managed corporate Process and Design Engineering Department.

Managed corporate licensing, regulatory, legislative and environmental affair for all corporate mining operations. Developed and implemented waste management plans for active mine sites. Prepared strategic plans and programs for new plant operations. Managed Corporate Governmental Affairs Department.

Process Engineering Manager evaluated, designed, installed and operated new process changes in in-situ uranium mining operations; business development in support of new mining and milling operations. Evaluated economic and business impact of environmental control strategies on Uranium Mining Project. Prepared waste projects., waste management and groundwater treatment plans for all site operations. Responsible for the development and implementation of advanced waste treatment systems including membrane separation and biological treatment processes. Managed Corporate Environmental Affairs Department.

Managed, planned and implemented key environmental programs for licensing process control requirements for uranium mining and milling operations. Evaluated economic and business impact of environmental control strategies on Uranium Mining Projects. Developed and implemented groundwater clean-up processes at all mine sties. Managed, designed, constructed and operated groundwater restoration field demonstration programs. Economic and technical evaluation of groundwater restoration alternatives. Managed field operations for groundwater clean-up programs.

Principal Engineer in process research evaluating hydrometallurgical mineral recovery processes (solution uranium mining, phosphate recovery and copper leach recovery). Engineering design of uranium fuel processing methods. Engineering design of wastewater treatment systems. Design, construction and operation of pilot scale waste management processing facilities. Bench-scale process engineering research.

Process engineering design and economic evaluations in support of nuclear power plant auxiliary systems, waste treatment systems and uranium processing operations. Bench-scale modeling of solvent extraction, ion exchange, evaporation, reverse osmosis and crystallization processes. Development of mixed radioactive and hazardous waste solids removal systems.

As a National Science Foundation Trainee, designed and construction of laboratory for the evaluation of the thermodynamic properties of gases in electrolyte solutions in partial support of a NASA space program. Research and computer modeling support of Ph.D. dissertation.

Various assignments in qualify control laboratory, product evaluation laboratory, new product development laboratory, pilot plant operations and plant shift supervisor of specialty chemicals process operations.
