John Briggs Senior Engineer/Construction Manager Summary of Qualifications Mr. Briggs is a registered Professional Engineer with more than twenty years of experience in project and civil engineering, construction management, and supervision of such diverse projects as civil and construction project at DOE facilities, hazardous waste disposal cells, a radar test facility, Department of Energy (DOE) D&D Projects, Department of Defense sites, heavy industrial plants, food processing plants, oil refineries and airport facilities. He is skilled all aspects of civil engineering project management, design coordination, construction management, and has particular expertise in Quality Control.
Mr. Briggs has served as Project Manager and Construction Manager or Project Engineer on a variety of projects at municipal, DOE, DOD, and industrial sites. Relevant Professional Experience Construction Manager for the 750 Pad Sludge Removal Project at Rocky Flats Environmental Technology Site RFETS. The project consisted of demolition of existing infrastructure, procurement and installation of sludge dewatering system, and system commissioning. Construction Manager for a $1 million radioactive wastewater treatment facility at the Department of Energy (DOE) Mound Facility. Responsible for preparation of construction, equipment and materials specifications, review of facility design drawings, preparation of construction subcontracts, coordination of construction submittals, and day-to-day coordination of field construction activities. Project Manager of a Decontamination and Decommissioning (D&D) of Building 123 at Rocky Flats Environmental Technology Site. Work included removal of 28 perchloric acid-contaminated laboratory hoods and associated equipment, including six exhaust fans and 840 linear feet of ventilation ductwork. The project required extensive procedure and materials specification preparation, safety review, and personnel training in order to ensure the safe handling of the potentially explosive perchloric acid salts. Construction Manager for a $4 million radioactive wastewater treatment facility at the Weldon Spring Site Remedial Action Project near St. Louis, Missouri. Responsible for field construction management activities including equipment and materials specification, subcontractor coordination and supervision, change order monitoring, client interface, health and safety oversight, and construction quality control. Designed critical lifting plans for multi-crane lifting of process vessels and equipment. Primary facility unit operations included mechanical vapor recompression evaporation and ion exchange. Construction Manager for a $2 million wastewater at a Superfund Site in central Illinois. Facility treats groundwater containing high levels of zinc and other heavy metals. Project included installation of mechanical process equipment, field-erected tanks and silos, steel platforms, material handling equipment process piping, electrical infrastructure instrumentation/control systems, and a lift station and force main system. Construction Manager for containment structures for a private disposal facility. Responsible for material procurement, supervision of construction craft personnel and quality control. Manager of Quality Control Program for the construction of two concourses at Denver International Airport. Coordinated quality control procedures with multiple layers of client's project management team. Supervised staff inspectors, subcontract inspectors, and testing services. Designed interface solutions between building structural steel and concrete foundations. Responsible for coordination of the design and construction for six of twenty-two sites of the Uranium Mill Tailings Remedial Action Project ($500 million project) for the U.S. Department of Energy. Coordinated disposal cell design including archeological and geotechnical investigations, selection, specifications and acquisition of materials and interface with regulators. Responsible for preparation of change orders and estimates for engineering design and construction subcontractors. Also coordinated the design and deployment of the project's waste water treatment plants. Managed the field construction activity for Morrison-Knudsen, construction managers for Chevron Research Co., on a $100 million dollar semi-works shale oil test facility. This project included a materials handling facility, refinery process train and a landfill type, lined disposal cell for spent shale. Responsibility included coordination with design contractors, development of field project procedures and acquisition of site utilities and government permits. Quality Assurance and Site Manager for a $50 million U.S. Air Force radar test facility at the White Sands Missile Range. Responsible for the quality assurance program from design through construction and maintenance of facilities. Provided management and technical assistance to the operating contractor during a transition period. Scheduled and supervised performance of maintenance on mechanical system and facility structures. Manager of quality control program for the construction of the Anheuser-Busch Brewery in Fort Collins, Colorado ($300 million). Supervised staff inspectors, contract testing, and inspection services.
