Summary of Qualifications

Mr. Josselyn is a registered Professional Engineer with fifteen years of active experience in construction management, process engineering, project management, and water treatment plant design and operations. He has been responsible for several multi-million dollar design and/or construction projects and facility upgrades. He has well-rounded experience as a project manager, construction manager, construction safety supervisor, and quality control engineer. He is well versed with project management software, data base management, managing employees, managing subcontractors, and contract administration including cost control. In addition, Mr. Josselyn has experience as a planner and estimator in support of construction projects including site inspections, preparation of detailed costs and labor estimates, and procurement documentation.

Mr. Josselyn has managed engineering design and construction projects at numerous government and industrial site.

Relevant Professional Experience

Project Manager for the Remote Monitoring System Project at Climax Mine. The project included remote communication with 22 outlying facilities with state of the art radio & SCADA systems. The project provided single point monitoring, controlling, alarming, and trending in an integrated package.

Project Manager for construction of the Landfill Leachate Treatment System, Conveyance System Improvements, and Emergency Backup System at the Rocky Mountain Arsenal. The 7200 sqr. foot, four unit operation, treatment system included a specialized pre-engineered metal building. Mr. Josselyn was onsite throughout construction and coordinated the civil, mechanical, and electrical subcontractors, equipment installation and start-up and testing of the facility.

Pre-construction Project Manager for Construction Projects at Rocky Flats Environmental Technology Site (RFETS) Mr. Josselyn participated in site inspections, prepared detailed cost and labor estimates, and procurement documentation to support Bldg. 123 Demolition & Strip-out, Bldg. 707 SALT, PA Condensate Line Replacement, Bldg. 779 Asbestos Abatement, Bldg. 440 TRU Waste Facility, Bldg. 371 Interlock Sys, Bldg. 460 Dry Coolers Installation, Bldg. 371 Safety Upgrades, Emergency Lighting, Attic Leak Detection, and Beam Supports.

Project Manager for Urad Water Treatment Plant review. The main focus of this investigation was to improve the solids removal from the plant clarifier. The investigation included a detailed analysis of the clarifier operations (thermal profile, current profile, rake speed, residence time, baffling, feed well design, etc.) as well as a whole plant review (including analyzing process chemistry, mass balance, chemical feed systems, control systems, operational procedures, training, sampling, and maintenance plans). Mr. Josselyn was the lead team member on this project, coordinating and actively participated in all site investigations, research, estimating and report writing.

Project Manager for the Mount Emmons Water Treatment Plant Renovation, Maintenance Program, and Modeling Study. Mr. Josselyn has investigated, planned, programmed and actively participated in the rehabilitation of a 1500 gpm industrial waste water treatment plant. The plant consists of lime addition, DAF, filtration, and solids dewatering. Projects include filter rehabilitation, maintenance plan implementation, process change recommendation, certification of operating parameters, and pilot studies.

Project Manager of a domestic and firewater distribution and storage project at the Fernald Site, Ohio. Mr. Josselyn provided cost and labor estimates, led the layout and process design, established the subcontracts, and initiated procurement for the project.

Process Engineer for a 100 gpm wastewater treatment plant in DePue Illinois. The plant consisted of lime addition, flocculation, clarification, and solids dewatering and solidification. Mr. Josselyn provided process engineering for the system mass balance, the equipment selection, and the design of the dewatering and solidification processes. He prepared equipment specifications and O&M manuals and provided installation inspections, start-up support, and trouble shooting services.

Project Engineer/Construction Manager for construction of the DOE Site Water Treatment Plant at the Weldon Spring Remedial Action Project. Project included design and construction of an industrial building with office space, and a fifty gpm evaporative water treatment system. Acted as Site Manager conducting all daily health and safety briefings. Coordinated and reviewed all construction submittals. Supervised all inspections and testing of building electrical, mechanical, fire, potable water, and sewage systems. Coordinated all on-site change orders including cost estimates and negotiations. Author of the Health and Safety Plan for above construction project. Co-author of a facility risk assessment.

Construction Manager for the decommissioning of a water treatment facility (UMTRA) in Grand Junction, Colorado. Supervised the deconning, dismantling, preservation and transport of a uranium treatment facility.

Drafted and implemented long range maintenance, construction, and environmental compliance plans for two semi-industrial facilities in the north central U. S.

Administered comprehensive training program for more than 200 construction personnel.

In charge of eight contingency construction projects and 100 workers in Saudi Arabia, for Operation Desert Storm. Responsibilities included multi-national coordination for an integrated civil defense system and multiple construction tasks.

Manager of the maintenance and environmental compliance of a 700 person self-contained construction company. Responsibilities included four dining facilities, an athletic center, two office buildings, seven apartment buildings, and six industrial facilities including a batch plant, quarry, sheet metal shop, welding shop, and automotive maintenance facilities.
